Invitation for Bids

1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on 23 July 2010.

2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Lanzhou-Chongqing Railway Development Project, and it intends to apply part of the proceeds of this loan to payments under the contracts for the following Goods. 

3. CMC International Tendering Corporation (CITC), the Procurement Agent for and on behalf of China Railway Corporation (the Purchaser) now invites sealed bids from eligible bidders for the supply and delivery of the following Goods:

With the following qualifications:

Contractual Experience: The Bidder must have completed successfully at least 1 contract as main supplier within the last 3 (2011-2013) years. The contracts’ value must be no less than the following amount: Lot 101: USD 6.2 million equivalent; Lot 102: USD 17.3 million equivalent; Lot 103: USD 17.6 million equivalent.

Technical Experience: For goods manufactured domestically, Bidder shall provide either: (a) a license or administrative permit or product certification or (b) where the product is in the advanced stages of the licensing/permitting process/ product certification, a performance certificate of being successfully put into operation in passenger dedicated line of 250km/h or above.

Financial Position: The Bidder should demonstrate that over the last 3 (2010-2012) years, that its profits during any two (2) consecutive years have not been negative and that its profit during year 2012 is not negative.

4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries. 

5. Interested eligible bidders may obtain additional information and inspect the Bidding Document at the address given below. 

6. To purchase the Bidding Document in English, eligible bidders should:

· Submit a written application to the address below between 9:00 -11:00a.m. and 2:00-4:00 p.m. (working day only) from April 15, 2014:

· Pay a non-refundable fee of RMB2,000 or US$300. The method of payment will be by certified cheque or cash. The document will be sent via courier for an additional fee of RMB 100 for local delivery or US$50 for overseas delivery or RMB 50 for local mail or US$25 for overseas mail if the Bidding Document is to be sent by registered mail. No liability will be accepted for loss or late delivery by mail or by courier: 

7.  Bids must be delivered:

· to the address below

· at or before10:00 a.m. (Beijing time) on May 27, 2014

· together with a Bid Security of the amount not less than 2% of the bid total price

· Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address below.

8. The Purchaser will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids. Late bids will be rejected. Alternative bids will not be considered.

9. In the comparison of Bids, ADB’s Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders.
