这项咨询服务应在充分调研分析广东省人力资源和社会保障业务及信息化现状的基础上，形成项目总体设计方案。具体内容包括：1.根据调研和需求分析，编制广东人社信息化现状和需求分析报告；2.规划广东社保信息系统蓝图，设计出广东省2014-2020年业务和信息化发展远景和建设计划。3.编制总体设计，明确项目总体技术路线及架构、项目总体实施路径等。4. 实现项目目标和设计方案的的跟踪各项指标要求的落实，以及做好实施期的设计变更、优化和完善咨询服务工作。5.成果交付和培训推广。设计工期为3个月，合同期至广东省集中式人力资源和社会保障一体化信息系统建设项目总体竣工验收止。
现在邀请符合资质的咨询公司提供服务，对本咨询服务有意向者，提供材料证明执行服务的资质和相关经验（合同签署页、验收成果资料证明及评审文件等复印件）。资质要求如下：1. 具有政府行业信息工程总体设计经验，拥有具有人力资源和社会保障相关政府行业信息工程总体设计经验优先考虑；2.近五年内从事过投资规模大（等同于1000万人民币或以上）、涉及地域广、服务对象多（5000万人群或以上）的信息工程总体设计经验；3.投标人在本合同性质（信息系统的设计或开发）核心领域，至少有10年以上从业经历；4.投标人在过去的三年，平均年经营收入必须至少有五百万美元（或等值），请提交近三年经审计的财务报告。

Assignment Title: Overall Design of Guangdong Integrated Provincial Social Security Information System

The People’s Republic of China has received financing from the World Bank toward the cost of Guangdong Social Security Integration and Rural Worker Training Project, and intends to apply part of the proceeds to the consulting services for the overall design of Guangdong integrated provincial social security information system.
The consulting services should create the overall design scheme of the project on the basis of thorough investigation and analysis of current human resource and social security informatization status in Guangdong province. The following tasks are expected: 1. Produce a status and needs requirements analysis report by studying the informatization status and gaps in the Guangdong human resource and social security program; 2. Develop a blueprint to provide vision and road map for the service delivery and informatization development in the Guangdong social security information system between 2014 and 2020; 3. Prepare the overall design, a clear overall technology route and structure, and the overall implementation path of the project. 4. Monitor the progress in achieving of the project objectives and the design scheme, the implementation of each task deliverable, update, revise, and improve the design during the project execution; 5. Deliver the final outputs and provide training and dissemination support. The duration of the design works is 3 months, and the contract duration is up to the overall final acceptance of the Guangdong integrated provincial social security information system.
We now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the consulting services (copies of signature pages of contracts, certification of acceptance and evaluation documents). The qualification requirements are: 1. Have overall design experience for government information projects, in particular, overall design experience for government information projects related to human resources and social security administration; 2. Have overall design experience of information project for the past 5 years which involves sizable investment (equivalent to RMB 10 million or above), vast geographic area, and large beneficiary population (50 million people or more); 3. Have at least 10 years of operation in the core field of this contract (design and development of information system); 4. Have average revenue of no less than 5 million US dollars (or equivalent) for the past three years. Please provide audited financial reports for the recent three years.
Consultants will be selected by the Department of Human Resource and Social Security of Guangdong Province, who implements the World Bank financed project. The overall design of Guangdong Integrated Provincial Social Security Information System should be implemented according to contract agreement. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
