In accordance with the state to state Loan Agreement between Ministry of Finance of P.R. China and KfW for Purchasing for Boilers and Flue Gas Treatment System Devices of the Project of Municipal Solid Waste (MSW) Incineration Power Generation in Hefei. CMC International Tendering Corporation (Hereinafter referred to as “CITC”) entrusted by Hefei Thermoelectric Group Corp. Ltd. (Herein after referred to as “Tenderer”) now invites sealed Bids from eligible Bidders for the supply and delivery of equipments and services specified hereinafter for the above mentioned project (details as per Section 5 Schedule of requirements and Technical Specifications). The Tenderer intends to apply all the proceeds of this loan to eligible payments under the Contract for which this Bidding Document is issued.
根据中国财政部与KfW为合肥市生活垃圾焚烧发电项目锅炉及烟气处理系统设备采购签订的国家间贷款协议,中机国际招标公司受合肥热电集团有限公司的委托现在邀请有资格为上述描述的项目(见第五章技术规格和需求表)提供和交付设备和服务的投标人参与投标。招标人拟利用贷款支付本招标文件下的采购合同的付款。

We hereby invite: The Manufacturers or Companies registered and operated from within the People’s Republic of China and all countries which have regular trade relations with PRC to participate in the Bid. Supply of the goods and services financed under Sino-German Financial Cooperation Promotional Loan shall be tendered and contracted as one contract with a successful Supplier/Contractor. Any local or third countries goods and services shall be included in this tendering whether in this Contract or in Supplies or Sub-contracts, with the successful Supplier/Contractor being responsible towards the Tendering Agent.
我们邀请:在中国境内注册和运营和在中国境外但与中国有正常贸易往来的所有国家/地区注册和运营生产厂家和公司参与投标. 在此贷款下提供的货物和服务将作为一个完整的合同与一个成功的供货人/合同方签订. 任何来自当地或第三国的货物和服务均应包括在合同中或在供货或分合同中,成功的供货人/合同方将对招标人负责.

The main supplies and works including: The Contractor shall be responsible for engineering, supply, installation guidance, commissioning guidance and after-sales service for the two incineration lines.

This Invitation for Bids is open to all Manufacturers and/or Companies registered and operated from within the People’s Republic of China (hereinafter abb. as “PRC”) and all countries/areas which have regular trade relations with the PRC (hereinafter called “the eligible source countries/areas”)
在中华人民共和国境内注册和运行或是与中华人民共和国有正常贸易往来的国家或地区(以下简称“合格来源国/地区”)的生产厂商和/或者公司均可投标。
The Suppliers may participate only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tendering Agent and the Tenderee.
只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。
A consortium as the Bidder is accepted. Each member of the consortium shall be independent legal entity. The number of the member is restricted no more than three(3). Each member is not allowed to bid as an independent unit or form another consortium. The leader is responsible for the coordination of all activities of the project, include, but are not limited to designing, manufacturing, delivery, installation guidance, commissioning guidance, test, training, etc.
本项目允许联合体投标，联合体的各方必须为独立法人。联合体成员不能超过三家。同时联合体各方不得再单独以自己名义，或参与另外的联合体投同一个标。牵头方负责协调完成项目所需的每一项活动，包括但不限于设计、制造、交货、安装调试指导、测试、培训等。
The bidder or consortium leader shall qualify with the following requirements:
投标人/联合体牵头方必须满足：
a) Paid-up capital is above RMB 30 million(RMB 30 million included) or equals a value of US Dollar or equals a value of EUR, Grade II or above of environmental engineering in China or equivalent qualification in the country from which the leader company comes.
注册资本在3000万元人民币（含3000万元人民币）以上或等值美元或等值欧元。
b) The turnover of the past three years (2009-2011) shall be no less than RMB 50 million or equals a value of US Dollar or equals a value of EUR.
过去三年（2009~2011年）年营业额最低应在5000万元人民币或等值美元或等值欧元以上。
c) The bidder shall, in last five years, have experience in one or more domestic waste incineration power plants as the main equipments supplier (incinerators or waste heat boilers), with the treatment capacity equal or above 1000 tons per day.
投标人近五年具备一个及以上生活垃圾焚烧发电厂主设备（焚烧炉或锅炉）供货业绩，日处理规模1000吨或以上。
d) If consortium, the Project manager shall be dispatched by the Leader of Consortium.
如联合体投标，项目经理应由项目联合体中的牵头方派遣。
e) The project manager undertakes as chief principal of the main equipment (incinerator or waste heat boiler) supplier in at least one domestic waste incineration power plant (Contract or Sponsor’s statement) in last five years.
项目经理近五年应至少承担一项生活垃圾焚烧发电厂主设备（焚烧炉或锅炉）采购承包负责人业绩（以合同或业主证明为准）
f) The responsible person of design undertakes as chief principal of the main equipment (incinerator or waste heat boiler) supplier in at least one domestic waste incineration power plant (Contract or Sponsor’s statement) in last five years.
设计负责人近五年至少具有一项生活垃圾焚烧发电厂主设备供货（焚烧炉或锅炉）设计负责人的业绩（以合同或业主证明为准）

This invitation for bids will be published on both www.chinabidding.com and “GTAI”.
此招标公告将在“中国国际招标网”及德国GTAI上刊登。

All of above mentioned Manufacturers and/or companies are kindly requested to contact CITC for obtaining qualification and Bidding Document between 9:00 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m. (Beijing Time) starting from 4th, June, 2013 (Saturday, Sunday and public holidays excepted) in Beijing at the address given below, upon non-refundable payment of RMB12,000.00 or USD 2,000.00 or EUR 1,500.00 for each set of Bidding Document. Upon written request of the Bidder, the Bidding Documents can also be delivered by a special courier at an additional payment of US$ 130 or EUR 100.00 (destination abroad) or RMB 780 (destination within PR China).
所有上述提到的生产厂家和/或者公司被要求从CITC获得资格和招标文件， 于2013年6月4日起每天上午9时—11时和下午2时—4时（北京时间）从下列地址处购买文件， 每套文件无返回的为12000元人民币或2000美元或1500欧元。应投标商书面要求，招标文件可通过特快专递邮寄，邮寄费130美元或100欧元（目的地在境外）或780人民币（目的地在中国境内）。

The Bid may be forwarded by mail, courier or delivered in person.
投标书可通过邮寄、派专人递送的特快专递或者派人递送的方式送达。

1, be forwarded by mail or courier to the office address of the Tendering Agent at or before 12:00 a.m. on 16th, July, 2013(Beijing Time). Mailed Bids received after this date and time will not be accepted and will be returned unopened. If the Bids are submitted by a special courier, the special courier number must be informed in written fax to CITC at lease 4 days before the Bid Opening.
通过邮寄或派专人递送的特快专递件方式，投标书须在2013年7月16日12时（北京时间）之前送达招标机构办公地点。 不接受在此日期和时间后收到的邮寄投标书并且不开封退回。 如果通过派专人递送的特快专递提交，请在开标日期至少4天前传真通知招标机构快件号码。

2, be delivered in person to the office address of the Tendering Agent at or before 9:30 a.m. on 18th, July, 2013 (Beijing Time). Personally delivered Bids received after this date and time will not be accepted and will be returned unopened.
派人送达的投标书须在2013年7月18日9时30分（北京时间）之前送达招标机构办公地点。不接受在此日期和时间后收到的派人送达的投标书并且不开封退回。

The Bids shall be opened at 9:30 a.m. on 18th, July, 2013(Beijing Time) in the office building of the Tendering Agent.
投标文件于2013年7月18日上午 9时30分在招标机构办公地址开标。

All Bids must be accompanied by a Bid Security in original in amount not less than 2% of Bid Price valid for a period of at least 180 days as from the final date of submission of the Bids covering the Goods and related Services.
投标书必须伴随有一份投标保函原件，保函金额不低于投标价的2%， 保函有效期为自最终提交投标书日期至少180天。

The Tender shall be interpreted in accordance with the current laws of the People’s Republic of China.
本次招标应按照中华人民共和国的法律进行解释。
