本项咨询服务具体内容包括：1.在总体设计基础上深入调研总集成任务内容和要求，编制启动报告，描述调研结果和需求分析并提出详细的实施方案；2.根据调研成果和总体设计成果，编制标准规范、总体集成方案、实施推广方案、运维方案、培训方案、各子项目验收方案等文档；3.提供广东省集中式人力资源和社会保障一体化信息系统集成实施服务，完成硬件集成、软件集成以及地市实施等工作；4.完成包括公共资源管理、人社电子档案管理、人社知识库管理、人社诚信管理、业务综合查询统计、业务指标监测、宏观决策和大数据综合分析等8个应用系统开发及文档编制；5.参与管理、指导、协调广东省集中式人力资源和社会保障一体化信息系统建设项目各子项目的建设工作，负责管控整个项目及子项目的集成过程；6.提供广东省集中式人力资源和社会保障一体化信息系统建设期内的运维服务；7.提供本项目相关的用户培训服务。工期为36个月，合同期至广东省集中式人力资源和社会保障一体化信息系统建设项目整体竣工验收止。

本项咨询服务对咨询公司的资质要求如下：1.具有政府行业信息系统工程集成项目经验，具有人力资源和社会保障相关的政府行业信息系统工程集成项目经验的优先考虑；2.在信息系统工程集成、软硬件平台搭建、信息系统研发等核心领域具备从业经历，从业经历超过10年的优先考虑；3.近五年内从事过投资规模大、涉及地域广、服务对象多的信息系统工程集成、软硬件平台搭建和信息系统研发等方面的项目，项目合同金额超过600万美元（或等值人民币）、涉及全省（或全国）范围和服务人群超过5000万的优先考虑；4.近三年平均年经营收入在1000万美元（或等值人民币）以上，提供经审计的财务报告证明。现邀请符合资质的咨询公司提供服务，对本咨询服务有意向者，请与业主单位联系并提供相关证明材料（包括：公司简介、公司资历、项目名称、服务内容、合同成果、合同金额、服务人群和数量、证明人和联系方式，并提供合同、验收报告等复印件）。

Name of Consultation Service: Overall Integration of Guangdong Centralized Human Resources and Social Security Integrated Information System

The Guangdong Social Security Integration and Rural Worker Training Project will use a part of loans to purchase the consultation service of the Overall Integration of Guangdong Centralized Human Resources and Social Security Integrated Information System.

The concrete contents of the consultation service are as follows: 1. Make a thorough investigation into the contents and requirements of overall integration tasks based on the Overall Design, compile an inception report that describes investigation findings and requirement analysis and proposes a detailed implementation plan; 2. Compile standards and specifications, overall integration plans, implementation and roll-out plans, operation and maintenance plans, training plans, sub-project  checking and review plans, etc. based on the investigation and overall design results; 3. Provide the integration implementation services of Guangdong Centralized Human Resources and Social Security Integrated Information System, and Implement integration tasks related to hardware integration, software integration, and relevant works in prefecture and cities; 4. Complete the development and documentation of eight application systems, including Public Resource Management System, e-Archive Management System, Knowledge Library System, Individual and Firm Credit and Integrity Record System, Comprehensive Business Data Inquiry and Reporting System, Business Performance Indicators Monitoring System, Decision-Making Support System，and Big Data Analysis System; 5. Participate in the management of the development of each sub-projects of the Guangdong Centralized Human Resources and Social Security Integrated Information System Construction Project, provide guidance and coordination to the suppliers of these sub-projects, and be responsible for management and control of the integration process of the whole system and all sub-projects; 6. Provide system operation and maintenance services during the construction period of the Guangdong Centralized Human Resources and Social Security Integrated Information System; 7. Provide the user training services related to the project. The construction period is 36 months, and the contract period expires until the overall final acceptance of the Guangdong Centralized Human Resources and Social Security Integrated Information System Construction Project.

The qualification requirements of the consultation service on consulting companies are as follows: 1. Have the integration experience in public sector information system projects. Priority is given to those who have the projects related to the human resource and social security. 2. Have experience in the core fields of information system project integration, software and hardware platform construction, information system research and development. Priority is given to those who have  more than 10 years experience. 3. Have the experience of the projects in the fields of information system project integration, software and hardware platform construction, information system research and development, which involve sizable investment, vast geographic area, and large beneficiary population in the past 5 years. Priority is given to those who have the projects with a contract amount of more than 6 million US dollars (or equivalent) value, involving a whole province (or a whole country) and serving more than 50 million beneficiary population. 4. Have average annual revenue of no less than 10 million US dollars (or equivalent) value in the past three years. Please provide audited financial reports for reference. We now invite eligible consulting companies to indicate your interest in providing the services. The interested consulting companies shall contact the owner unit and provide the relevant evidentiary materials (including company profile, company qualifications, project name, service contents, contract results, contract amount, beneficiary population and quantity, Contract contact, copies of contracts, acceptance reports etc.).

Guangdong Provincial Department of Human Resources and Social Security, as the World Bank’s borrower, is responsible for selecting a consulting company and implementing the Overall Integration of Guangdong Centralized Human Resources and Social Security Integrated Information System according to the contract agreement. The policy about the conflict of interest in Paragraph 1.9 of the Guidelines on Selection and Employment of Consultants by the World Bank’s Borrowers is applicable.

A consulting company will be selected according to the Quality-and Cost-Based Selection method set out in the Guidelines on Selection and Employment of Consultants by the World Bank’s Borrowers.
