INVITATION FOR PREQUALIFICATION Date: April 8, 2015 Bid No.: 0702-1550CITC3001 1. The Government of the People’s Republic of China has applied for a promotion loan from the KfW development Bank, hereinafter referred to as the KfW, in Euros toward the cost of Linxia District Heating Project, and intends to apply the proceeds of this loan to eligible payments under the Contracts for which this Invitation for Prequalification is issued. 2. LinXia Municipal Heating Company, hereinafter “PEA”, intends to prequalify contractors for this project. This prequalification and bidding process will be as follows: Prequalification Start of Bidding Process April 8, 2015- May 14, 2015 June 30, 2015 3. It is expected that Invitations to Bid will be made starting from June 30, 2015. 4. Prequalification is open to firms from eligible source countries as defined in the KfW Procurement Guidelines[ KfW Guidelines for the Procurement of Supply and Work Contracts under Financial Cooperation with Developing Countries" (http://www.kfw-entwicklungsbank.de/ebank/DE_Home/I/Download_Center/PDF-Dokumente_Richtlinien/Vergaberichtlinie_Englisch_9_2013_Internet.pdf)]. 5. Supply of the goods and services financed under this lot shall be tendered and contracted as one contract with a successful Supplier/Contractor. Any local or third countries goods and services shall be included in this tendering whether in this Contract or in Supplies or Sub-contracts, with the successful Supplier / Contractor being responsible towards the Buyer; 6. The request must clearly state “Request of Prequalification Document for LinXia District Heating Project, Bid No. ”. The documents are available for a non-refundable fee of CNY. 2,000.00 or US$ 350.00. For Express mail order, please add CNY. 150.00 or US$ 25.00 for postage. The CMC International Tendering Company will promptly dispatch the documents by express mail and provide e-version documents by e-mail, but under no circumstances will the Tendering Agent be held responsible for late delivery or loss of the documents so mailed. 7. Minimum requirement for qualification will be: The Manufacturers or Companies registered and operated within the People’s Republic of China or all countries/areas that are NOT ruled out by sanctions issued by the United Nations, the European Union or the German Government are allowed to participate in the Bid; All of above mentioned manufacturers and/or companies with international trade experience and integrating capability for foreign government or international financial institution loan projects, international tender projects and with experience of undertaking with experience of undertaking the goods supply or turn-key projects of district heating contracts with similar scale and scope of independent heat source, HES, piping system and monitoring system and interested to participate in the Bid may tender for the said Project. Applicants shall be specialised in supply of Goods and related Services for delivery of specified equipments and related services as well as proper installation, commissioning and acceptance. The qualified applicant shall meet all requirements of item 3 under instruction to applicant. 8.
