Invitation for Bids

1. The Ministry of Finance of the People’s Republic of China has received ODA Loan from Japan Bank for International Cooperation (hereinafter referred to as JBIC), in the amount of JPY8,400,000,000 toward the cost of Ningxia Water Environmental Improvement Project whose Loan Agreement was signed on March 30, 2007, and intends to apply the proceeds of the loan to payments under the contract for Goods (detailed list as follows). Disbursement of an ODA Loans by JBIC will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JBIC ODA Loans”. 

2. CMC International Tendering Company is authorized to invite sealed bids from eligible bidders of eligible source countries for supplying goods for purpose of the Project. According to the Loan Agreement, the eligible source countries are all countries and areas.

3. A complete set of Bidding Documents may be purchased by any interested eligible bidder at CMC International Tendering Company upon nonrefundable payment from Nov. 20 to Dec. 5, 2014 (except public holidays).

4. All bids for goods must be accompanied by a Bid Security (not less than two percent (2%) of Total Bid Price), and must be delivered in accordance with the Instructions to Bidders before 10:00 a.m. (Beijing Time) on Jan. 7, 2015. All bids will be publicly opened at 10:00 a.m. (Beijing Time) on the same date.

5. CMC International Tendering Company will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
