Second Liaoning Medium Cities Infrastructure Project

1.  This invitation for bids follows the general procurement notice for this project that appeared in Development Business of December, 2006.

2. The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Second Liaoning Medium Cities Infrastructure Project and it intends to apply part of the proceeds of this loan to payments under the contract for Dawa and Panshan Transfer Stations (equipment supply and installation), Panjin Urban and Rural Solid Waste Collection Project.

3.  CMC International Tendering Corporation, the Procurement Agent, on behalf of Panjin Environmental Sanitation Department, the Employer, now invites sealed bids from eligible bidders for: PSW/21.2, Supply and Installation of Equipment for Dawa and Panshan Transfer Stations, Panjin Urban and Rural Solid Waste Collection Project.

The scope of Contact:

1) Dawa Transfer Station (Supply and Installation of Equipment): including one set Compactor, four compression berths, front-end and rear-end deodorant systems, dust-removal system; weighing measuring equipment, as well as the garbage truck weighing, berthing, discharge, waste compression, transfer of central control system for domestic garbage generated from the county. 

2) Panshan Transfer Station (Supply and Installation of Equipment): including one set Compactor, two compression berths, front-end and rear-end deodorant systems, dust-removal system; weighing measuring equipment, as well as the garbage truck weighing, berthing, discharge, waste compression, transfer of central control system for domestic garbage generated from the county.

3) Vehicles (Supply of Equipment): including Rear-load compressed garbage truck, Fecal suction truck, Garbage transfer truck, Tricycles, Garbage Barrel, etc.

4.  Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Document: Supply and Installation of Plant and Equipment (revised in June 2007). 

5.  Interested eligible bidders may obtain further information from CMC International Tendering Corporation at 1st Floor of Genertec Plaza and inspect the bidding documents from 9:00 am to 11:00 am and 2:00 pm to 4:00 pm (Beijing Time) starting from Oct. 21, 2014 (excluding Saturdays, Sundays and official holidays in China).

6.  A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB1,400  or USD230.

7.  Bids must be delivered at or before 9:00 am (Beijing Time) on Dec. 3, 2014. All bids must be accompanied by a bid security of minimum two percent (2%) of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened immediately thereafter at the Meeting Room, Genertec Plaza, No.90, Xisanhuan Middle Rd., Fengtai District, Beijing City,  P.R. China in the presence of the bidders’ representatives who choose to attend the bid opening.
